Innovative forms of financing local development - CEMR Congress

Date:
Thursday, 21 April, 2016 (All day)

Location: Nicosia, Cyprus

A workshop dedicated to innovative forms and instruments for financing local development will take place during the CEMR Congress 2016 - A local and regional vision of Europe 2030. Watch the Congress video in English, French, Italian and Greek.

So far, numerous initiatives in Europe have succeeded in providing local governments with alternative and powerful levers to increase and/or diversify their resources, and engage in a virtuous cycle with the aim of strengthening local investment. Among them, the setting-up of financial intermediaries has become a more frequent element in local government’s funding strategies. Other projects, such as CITYnvest shed further light on existing financing instruments that can make our cities more efficient and ready for the future.

As such, this workshop will seek to show which financial intermediations allow innovative solutions for local investments and can be practical and effective tools for local governments to diversify their financial resources. Through existing experiences shared by practitioners, the panellists will present how the creation or organisation of financial intermediaries has made it possible to tap funds from alternative funding sources; be it from international capital markets, private resources or through the social and solidarity economy.

Workshop’s key questions and issues:

  • How can pooled-financing mechanisms finance local infrastructure investments?
  • How to facilitate local governments’ access to the capital markets?
  • How can local governments gain investors’ trust?
  • How can financial instruments create a return on investment?
  • How can local infrastructure be financed?
  • How can crowdfunding finance climate actions at the local level?
